  • Where training funds should be allocated? Obviously, more resources should be allocated to training programs that develop critical skills and competencies required to achieve organizational goals.  By establishing clear links between training and organizational goals, it is easier to demonstrate their impact and prioritize actions.

  • How effective is the training?  If other factors including expectations, feedback, resources, incentives, capacity or motivation are impacting performance, then a human performance improvement analysis is needed.  By examining the source of the problem, solutions (including training) for producing the desired level of productivity can be identified, and actions that maximize the return on investment (ROI) can be recommended.

  • How training should be delivered? Clearly, delivery options that do not meet organizational, learning and learners' needs will have minimal impact on skill/knowledge transfer and in-turn performance/productivity.  By defining your needs, the strengths and weaknesses of alternate methods can be evaluated to determine plausible delivery options.

  • How much money and resources are needed?  To maximize the impact of training, the most economical alternatives should be considered.  By computing out of pocket expenses as well as resources needed to design, develop, administer, manage, update, maintain and support a training program, the costs of plausible alternatives can be estimated, and actions for reducing costs and maximizing performance can be recommended.

  • Is organization ready for eLearning?  To minimize learners’ resistance and increase impact, all issues surrounding the development, delivery, administration, maintenance and support of eLearning program should be investigated.  By assessing the program’s objectives, who will be performing various functions as well as relevant policies and procedures, the chances for success can be greatly increased by identifying and addressing potential problems.
